The Colorado Union of Taxpayers (CUT) opposes this bill. This bill is 33 pages of multi-topic hot mess, with a 17-page Fiscal Note just to summarize the bill. Where to even start? Insurance
companies will have higher thresholds of required employees to qualify for premium tax rates, and their premiums to non-profit
organizations must be reported. There are new tax credits for Seniors, and new taxes of software purchases if they are downloaded onto a
computer, rather than store purchased. And where exactly is the imminent danger to the public that requires the inclusion of the Safety
Clause? The inclusion of the safety clause proves that the sponsors know the voters would not like this.

HB1302 – Increase Access Homeowner’s Insurance

The Colorado Union of Taxpayers (CUT) opposes this bill. Unanimous opposition from the CUT Board on this bill. Bill creates two new Enterprises for the purported purpose of assisting
homeowners, who have chosen to live in fire prone areas, afford their homeowner’s insurance. Bill places a 1.5% “”Fee”” on all homeowner
policies, with some portion of the money collected being doled out to individual homeowners for the purpose of retrofitting their roofs. For
lack of a Fiscal Note, how much is doled out, and how much is kept by the state is unknown. Also unknown is the number of state
employees needed. Second Enterprise mandates coverage to any/all homeowners, using re-insurance. None of this is the proper role of
government. Power tools have gotten expensive, so will the state seek to enter the hardware business?

HB1303 – Funding for Motor Vehicle Collision Prevention

The Colorado Union of Taxpayers (CUT) opposes this bill. This bill would use a bureaucratic enterprise to collect fees on every vehicle insurance policy. How does raising our vehicle insurance
premiums reduce the frequency and severity of accidents? This crystal ball approach does not make any sense other than the government

The Colorado Union of Taxpayers (CUT) opposes this bill. Although this bill has no fiscal impact on the state it puts the burden on the county sheriff’s department and could raise county taxes. This
bill also puts the punishment on law abiding citizens and dealers rather than the criminal that stole the firearm.
