The bill creates an Administrator of Legislative Safety for the Legislative Department and the Court Security Authority, a special purpose authority, to collect and distribute a court security surcharge for the Judicial Department. The bill addresses other issues of security at judicial and legislative facilities, and for the protection and security of elected officials and staff generally. CUT objects to many aspects of this bill. It removes current requirement for the SoS to include candidate disclosures on the SoS website. It increases the court surcharge fee by 100%. It appears to transfer authority from the judicial branch to the legislative. It increases expenditures and employee count by creating yet another authority. It moves revenue away from TABOR limitations. It uses the Safety Clause. The Fiscal Note does not indicate any historical enforcement issue that needs addressing.
