The bill adjusts how bill credits must be applied for subscribers to community solar gardens and creates additional requirements for public utilities concerning community solar gardens. The majority of CUT opposes this bill. There are aspects of this bill that are appealing. Deletion of the Safety Clause by amendment makes it more so. It appears to streamline the process of bringing community-owned facilities online and making sure that those customers receive the benefits of utility rate changes. We like the concept of distributed utility generation. Also, this only applies to the largest utilities (500k+ customers. i.e. Xcel?, Colorado Springs?), so small utility providers would not be burdened by these complications. But it appears that interconnection costs will end up being paid for by all utility customers, not just those who benefit. We’re opposed to government giving favorable treatment to special interest groups.
